For those who don't know, Papel Picado ("perforated paper", literally "pecked paper" in Spanish) is a decorative craft made out of paper cut into elaborate designs. It is considered a Mexican folk art (source, Wikipedia).
And it lends itself so beautifully to banners and table decor for your Cinco de Mayo celebrations!

DIY Papel Picado Party Straws
Materials:
* colored paper
* scissors
* hole puncher
* double-sided tape
Directions:
1) Cut your paper into 4 inch or 10 cm squares.
2) Fold the paper into an accordion strips with 1 cm or 1/2 inch alternating folds.
3) Fold the strips in half, and glue with double-sided tape.
4) Use the scissors to trim the edges, making them pointy or curved for the decor.
5) Punch holes all along the strip to create your papel picado effect.
6) Secure the strips to a pretty straw, and you're done!
